Smart water meters that directly pre-pay water for residents in society are rarely used. It also does not advocate the implementation of charging first and then using water. For them, this issue is related to the "human rights" of those who drink water. For those without money, drinking water is still their right to live, so this measure is not implemented. Since the founding of the People's Republic of my country, China has implemented the procedural law of first use-later-payment since the day when the households had water supply, electricity, and gas supply. The change to pay first and then use water is a kind of conflict in the hearts of residents. Moreover, power supply and gas supply still maintain the law of first use and then pay. The economy has developed, the living standards of residents have improved, and people's ideological realm has also improved. The law of paying for water first will not cause social problems of arrears of water bills. Therefore, social civilization has progressed, and this prepaid measure is not an ideal measure. Therefore, the prepaid form of smart water meters has gradually turned to the direction of remote transmission and automatic reading systems.
Since the smart water meter is in use, the operation information of the water meter can be transmitted to the system information center when the user voluntarily reports for repair or purchases water and recharges the water again. The management personnel must arrive at the site where the water meter is installed to know the operation of water meter. For example, if the water meter is reversed, the water meter cannot automatically close the valve after the recharged water is used up, or even the user removes the water meter and directly uses water, etc., only the management personnel can know when they arrive at the site where the water meter is installed. Therefore, during the use of various card-type water meters, the management department cannot keep track of the operation of the water meters at any time and must assign certain personnel to regularly inspect the site where the water meters are installed. Otherwise, the failure of the water meter and the amount of water missing would be impossible to know. Therefore, remote transmission and automatic reading system technology is a direction for the development of smart water meters.
