3) Atmospheric and industrial radio noise interference is serious. With the development of industrial electrification, the average intensity of radio noise interference radiated by industrial electrical appliances in the short-wave band is very high, plus atmospheric radio noise and interference between radio stations. In the past, long-distance short-wave radio communication with a few watts or a dozen watts of transmit power could be achieved, but today, 10 times or dozens of times of such power may not necessarily guarantee reliable communication. Atmospheric and industrial radio noise is mainly concentrated in the lower end of the radio spectrum, with decreasing intensity as the frequency increases. In particular, the impulse-type burst noise often causes burst errors in data transmission, which seriously affects the communication quality.

When satellite communication emerged in the 1960s, shortwave communication was seriously challenged due to its advantages of stable channel, high reliability, good communication quality and large communication capacity compared with shortwave communication. Many important services that were originally short-wave communications have been replaced by satellite communications. The investment in short-wave communication has decreased sharply, and the status of short-wave communication has been greatly reduced. By the late 1970s, some even doubted the value of shortwave communications.
