1. Background of the program

On April 16, 2015, the State Council issued the "Water Pollution Prevention and Control Action Plan" (hereinafter referred to as "Water Ten"), which clearly stated that "by 2020, the national water environment quality will be improved in stages, severely polluted water bodies will be greatly reduced, and drinking water will be safe. The level of security has been continuously improved, and the supporting construction of the pipeline network has been comprehensively strengthened.” The construction goal of improving the quality of the water environment in stages is to create a six-in-one water ecological civilization pattern of water safety, water environment, water ecology, water resources, water culture, and water wisdom, and to achieve the overall objective of smooth rivers, clear water, and green shores. The construction content includes drainage and waterlogging prevention projects, source control and sewage interception projects, water quality treatment projects, water ecological restoration projects, water landscape, and water culture projects, and smart water projects.

Among them, smart water is an important part of the improvement of water environment quality.


2. Overview of the plan

Based on traditional water management, the water quality monitoring is not timely, the data is distorted, the information is delayed, the maintenance is not in place, the emergency response is slow, the management is difficult, the processing of multiple events is difficult, the fault judgment is unclear, the extreme weather inspection is difficult, and the pump room is safe. Guarantee low-level problems and the actual needs of comprehensive water environment improvement. Comprehensive use of Internet of Things, big data, geographic information system and other technologies to build a smart management system. Provide information management and control tools for the overall planning, implementation, operation and management of comprehensive river basin management projects, and realize scientific, refined and intelligent management of processes such as intelligent monitoring and management of the water environment in the basin, and water information disclosure. It is an important basis for improving the water environment quality of the regional basin, enhancing the intelligent early warning, emergency response capability, and whole-process management of the basin, and can provide guarantee and support for the comprehensive improvement of the overall water environment in the region.
